So basically my PS3 Slim which hasnt been updated since 2015 has a broken wifi chip and its stuck on the update and theres no way to exit out or go into safe mode. If I buy a new PS3 Slim, can I move my hard drive to the new one and continue with the update? Hard drive space isnt the problem. Its a 320GB, and only 20GB has been used.

Yes and no. Yes, it’ll work but the encryption key on every PS3 is different so there is no way to preserve the data. You will need to reinstall the OS, which wipes the hard drive.
