when i hold down alt/option, i just get a blank white screen and a cursor, no options for boot devices, internal drive has no os on it and am trying to boot from a usb
Depending on the version of OS-X/macOS your system is running you may not have that option as your system firmware doesn’t have that feature enabled. The OS updater will often update the firmware.
