Chosen Solution
I changed out the screen and digitizer on an iPad mini 2. Everything went great until I tried to turn the device on. All I get is the screen orientation lock (large white square in the center of the screen with a lock and an arrow circle), the lock changes state depending on which position the side switch is in. I have tried doing a hard and soft restart to no avail, I can plug it into my PC and it will detect it, iTunes says the screen is locked with a passcode and to enter it to unlock the screen. Help please! A1395 EMC2560
Found the issue, a ribbon cable going from the lock switch to the power button had gotten sliced (likely by one of the razor shards of glass that sliced up my fingers). Hopefully this fixes the issue.
