Chosen Solution
The MacBook was shut down and would not turn back on. The only way to get it to turn on is by unplugging the battery and leaving it unplugged for a couple mins, then plugging it back in and press the power button. I can use it and restart it. If I shut it down I have to pull the battery again to turn it back on. Is this a battery issue or motherboard. Can it be fixed? Update (08/17/2018)

Run apple hardware test it will guide you about faulty device generally this problem occurs due to two main reason SMC faulty or battery problem
