The right hinge housing on my 3ds XL decided to separate itself from the rest of the bottom case. Do I need to open up the user LCD housing to replace the lower housing?
Yes, it is very difficult to do. Ask someone with a lot of experience, go to a repair shop or contact Nintendo.
