I reset my macbook recently and the screen has been intermittently flickering ever since. This was never an issue before. I’ve tried resetting pram, nvram, smc etc. i’ve also updated and downgraded to different versions of macOS and still the issue persists. the flickering happens whether i’m connected to power or otherwise. Now here’s the weird part - the flickering stops when i’m watching a video or have an application open that is constantly refreshing data. the flickering also doesn’t happen when i’m in safe mode or when i boot into windows OS using boot camp. Also, when i connect to external display, the flickering does not occur on the external display but still occurs on the macbook display (less frequently). Any idea what’s happening?

Your symptoms line up with a bad T-CON board which sadly is part of the display assembly and can only b replaced with it.
